Network Rail has announced a groundbreaking initiative to eliminate mobile phone blackspots across several major railway lines and train tunnels by 2028. The government-owned infrastructure body has partnered with two private telecommunications firms to enhance 4G and 5Gย mobile connectivity on trains and at stations.
Major Upgrade Initiated
The project, dubbed Project Reach, is set to commence in 2024 and aims to transform the travel experience for rail passengers plagued by dropped calls and inconsistent internet service. The Department for Transport (DfT) has confirmed that work on the enhancements will begin next year, promising to significantly improve connectivity on trains traveling along some of the UKโs busiest routes.
The initial phase of the project will involve the installation of 1,000 kilometers (620 miles) of cutting-edge fibre optic cable along the East Coast Main Line, from Londonโs Kingโs Cross to Newcastle, and the West Coast Main Line, spanning from the capital to Manchester. Additional cabling will be laid along the Great Western Main Line, which connects London to Cardiff, and the Chiltern Main Line. These routes were selected due to their high passenger volumes.
Economic Implications
Alan Thomas, Chief Executive of Manchester-based business insurer Ripe, commented on the productivity potential of improved train connectivity. โEven a couple of hours on the train can be turned into productive work time, which is extremely beneficial for our teams,โ he said during an interview with the BBCโs Today programme. He also noted the importance of utilizing travel time efficiently for small business owners and entrepreneurs, where โtime is literally money.โ
The project has been in the works since 2021 when Network Rail first proposed the idea. Initially, the organization announced plans to finalize a deal with a preferred bidder by the end of that year, eventually identifying Neos Networks as the telecoms partner two years later. The DfT indicated that future expansions of the project could extend connectivity over more than 5,000 kilometers, although a timeline for this extension has yet to be confirmed.
Addressing Tunnel Connectivity
In a complementary effort, Freshwave has been tasked with eliminating mobile blackspots in 57 tunnels across nearly 50 kilometers, including the notable 4km Chipping Sodbury tunnel near Bristol. The company will collaborate with major mobile network operators (MNOs) including BT, O2, and Vodafone on enhancing mobile connectivity in tunnels longer than 250 meters along the East Coast, West Coast, and Great Western lines. Additionally, new 4G and 5G infrastructure will be installed at 12 of Network Railโs busiest stations, such as Birmingham New Street, Bristol Temple Meads, and Edinburgh Waverley.
Financial and Social Benefits
Network Rail estimates that private sector investment in Project Reach will save taxpayers approximately ยฃ300 million, as the telecommunications companies are financing the upgrades rather than the infrastructure body relying on fiscal renewal of its systems. Jeremy Westlake, Chief Financial Officer of Network Rail, emphasized the value of the investment model, stating it would expedite necessary upgrades while providing cost-effective solutions for taxpayers and stimulating broader economic growth.
Bruce Williamson, a spokesperson for the rail advocacy group Rail Future, affirmed the positive implications of better connectivity. โThere is a significant demand for connectivity; people rely heavily on their smartphones, and many work while traveling by train,โ he mentioned.
