Ukraineโs digital transformation has accelerated dramatically despite ongoing conflict, with the governmentโs digital services app, Diia, growing to 22.7 million users since its launch in 2019. โInstead of asking citizens for the same information repeatedly, you can simply request their permission to access it,โ Eaves explained, highlighting how this flexibility has enabled rapid adaptation amid wartime challenges. According to him, this has resulted in about 15 new services directly related to the ongoing conflict, including mechanisms for reporting troop movements.

The urgency brought about by the war has fostered an environment of rapid modernisation. โThereโs a sense of urgency. The importance of delivering services often surpasses bureaucratic hurdles,โ Eaves stated, identifying Ukraine as a leader in government digitisation alongside nations like Denmark.
Moreover, Bornyakov mentioned efforts to incorporate AI systems into future digital services, aiming to streamline user interactions. โWe want to redefine the approach to government services,โ he asserted, envisioning a future where AI guides users through various processes.

While the potential for AI in public service is promising, experts urge caution. Eaves warns that effective AI requires reliable, high-quality data to function correctly. โAI is like having a Ferrari. You can do amazing things, but you need good roads. It is challenging to drive a Ferrari on a dirt road,โ he quipped, highlighting the need for robust infrastructure behind innovative technologies.
